Administrative Citation
The Community Enforcement Department generates cases through both proactive and reactive means. When residents and/or property owners do not voluntarily abate code violations that have been brought to their attention, there are numerous avenues available to assist in gaining compliance. These include, but are not limited to, issuance of a written notice of violation/ warning documenting the violations; issuance of administrative citations that carry a fine of $100 - $1,000 per violation per day; and criminal citations to court; and property liens.
The Beaumont Municipal Code provides for the issuance of administrative citations for violations of Beaumont Municipal Code, its adopted codes and applicable State Codes or the failure to comply with any condition imposed by any entitlement, permit, agreement or environmental document issued or approved under the provisions of any Code. How to pay the Fine
The amount of fine is indicated on the front of the administrative citation. The fine must be paid within thirty (30) calendar days from the date to the citation processing company, PTICKET, to avoid late fees. Payment of fine(s) shall not excuse or discharge the failure to correct the violation(s) nor shall it bar further enforcement action by the City. Fines may be paid in the following manner:

To Appeal this Citation
City of Beaumont allows for the ability to contest an administrative citation, provided the citation was issued in error. The following instructions must be followed in order to contest.
1st Level – Preliminary Supervisor Review.
The citation may be informally contested by requesting an initial review by the Enforcement Officer’s Supervisor. The preliminary review is not intended to supersede the appeal; rather, it is a process by which a citation may be summarily resolved prior to any appeal.
There is no fee to contest your citation at this level. You may request an Initial Review by following the instructions below:
ONLINE:
To submit an appeal online, visit www.pticket.com/beaumontadmin and enter your citation number and press SEARCH. If your citation qualifies for an appeal, a CONTEST ONLINE link to the contesting form will appear to the right of the citation number.
IN WRITING:
You may contest the citation in writing within 21 calendar days of the issue date of your citation by submitting a Request for Initial Review Form, Complete the form and include any copies of any documentation to support your claim (documents will not be returned).

If you are found not liable during the Initial Review process, any amount paid will be refunded.
2nd Level – Administrative Hearing
The amount of the citation must be paid in order to contest your citation at this level. You may not request an Administrative Hearing unless you have received a result of Initial Review and have been found liable.
If you are dissatisfied with the results of the Initial Review, you may request an Administrative Hearing by following the instructions below:
Submit a Request for Administrative Hearing Form within 21 calendar days of the mailing of your Initial Review Result,
Indicate your preference for an Administrative Hearing in person or in writing,
Remit payment for the full amount due on the citation. Payment may be made online prior to your hearing request or you may submit a check or money order by mail with your request for an Administrative Hearing,

To request a waiver of the penalty prior to an Administrative Hearing, you must have already completed the first level of your appeal (Initial Review).
If you are found not liable during the Administrative Hearing process, any amount paid will be refunded. If you would feel you qualify for a hardship waiver, you may contact PTICKET.
IMPORTANT NOTICE: The Administrative Citation process described herein does not preclude the City from recovering any Code violation abatement costs incurred by the City in performing its code enforcement efforts pursuant to the Beaumont Municipal Code. 3rd Level – Civil Appeal
If you are dissatisfied with the results of your Administrative Hearing you may seek other judicial review. The time and procedure for that is governed by California Government Code Section 53069.4.
